CPSC Announces the Swearing In of Two New Commissioners

Robert S. Adler and Anne Northup were sworn in this week as Commissioners of the U.S. Consumer Product Safety Commission (CPSC). Mr. Adler and Mrs. Northup were nominated by President Barack Obama on May 5 and July 30, 2009, respectively. Both were confirmed by the Senate on August 7, 2009. Mr. Adler’s term expires in October 2014 and Mrs. Northup’s term expires in October 2011. Mr. Adler and Mrs. Northup will join Commissioner Nancy Nord, Commissioner Thomas Moore and Chairman Inez Tenenbaum at the Commission.

“It is a new day at CPSC, as the Commission has not had a full complement of commissioners since the 1980s,” said CPSC Chairman Inez Tenenbaum. “I look forward to working with my fellow Commissioners to promote and ensure product safety for America’s consumers.”

Mr. Adler most recently served as Professor of Legal Studies and the Luther H. Hodges, Jr. Scholar in Law and Ethics at the University of North Carolina at Chapel Hill’s Kenan-Flagler Business School. As a professor of ethics, negotiation, business law and consumer protection, he brings a wealth of consumer product safety knowledge to the Commission.

“I’m delighted to rejoin an agency whose mission I consider to be one of the most important in all of government. I very much look forward to working with Chairman Tenenbaum and the other commissioners in promoting product safety for American consumers,” said Mr. Adler.

From 1973 to 1984, Mr. Adler served as attorney advisor to two CPSC commissioners. Previously, he served as Deputy Attorney General for the Pennsylvania Justice Department, where he headed a regional office of the Pennsylvania Bureau of Consumer Protection. He was elected six times to the board of directors of Consumers Union, the publisher of Consumer Reports magazine. More recently, he served on the Obama-Biden Presidential Transition Team. He also co-authored the CPSC review report for President Obama.

Mr. Adler graduated from the University of Pennsylvania and received a J.D. degree from the University of Michigan. He is married to Terri Gale and has one son, Paul Adler.

The Commission also welcomes Mrs. Northup, former Congresswoman for the Third Congressional District of Kentucky (1997–2006). In Congress she served on the House Appropriations Committee and was also a member of the Labor, Health and Human Services, and Education; Transportation, Treasury and Independent Agencies; and Military Quality of Life and Veterans Affairs Subcommittees. Prior to her time in Congress, Mrs. Northup served as the State Representative for Kentucky’s 32nd District (1987-1996).

An advocate of children and education, Mrs. Northup founded the House Reading Caucus, a bipartisan effort to promote literacy. In 2000, she co-chaired the Congressional Coalition on Adoption, a bipartisan caucus to encourage adoption.

“The new law that expands the responsibilities of the Commission, the increased number of imports, and the fast-paced changes in the market make the work of the Commission even more challenging and important,” said Mrs. Northup. “Protecting American families and especially their children is a noble mission. I am honored to be joining the Commission at such a historic time.”

Mrs. Northup has a Bachelor of Arts degree in economics and business from Saint Mary’s College in Notre Dame, Indiana. She and her husband, Robert Northup, have been married for 40 years and have six children.
