Huntington Beach man charged with murder in hit-and-run death of bicyclist

SANTA ANA — A 26-year-old Huntington Beach man pleaded not guilty Monday to a murder charge stemming from a hit-and-run collision in Fountain Valley last September that killed a bicyclist.

Justin Scott German was charged last Monday with a single count of murder with a sentencing enhancement allegation of fleeing the scene of committing a vehicular manslaughter, according to court records. German, who listed his occupation as security, was arrested Thursday, according to jail records.

German was initially arrested on Sept. 14, but was released and had remained free until last week. He’s being held in lieu of $1 million bail.

German, who was driving a Ford Mustang, is accused of killing 41-year-old Binh Ngo of Fountain Valley about 1 a.m. near Brookhurst Street and Ellis Avenue.

German pleaded guilty on Feb. 17, 2017, to driving under the influence of alcohol and was placed on three years probation.
