Reeling from DWP scandal, L.A. City Atty. Feuer tightens oversight of outside contracts

Following a legal scandal that has engulfed his office and the Department of Water and Power, Los Angeles City Atty. Mike Feuer said he would change the way his office handles outside contracts and oversight of private attorneys.
